| The history of the IODE programme’s web presence goes back to September 1995 when the IOC’s web site was opened as one of the first UNESCO web sites. As the site was developed by the Ocean Services unit staff (Ocean Services also includes IODE) emphasis was put from the start on users services. This led to several on-line information products such as the Ocean Pilot, Ocean Experts Directory (the precursor of GLODIR), IOC’s on-line Publication service, IOC’s List of Acronyms, International Marine Meeting List, Oceans Electronic Mailing Lists and Ocean Software |

| This "Cookbook" has been written for data managers and librarians who are interested in assigning a permanent identifier to a dataset for the purposes of publishing that dataset online and for the citation of that dataset within the scientific literature. A formal publishing process adds value to the dataset for the data originators as well as for future users of the data. Value may be added by providing an indication of the scientific quality and importance of the dataset (as measured through a process of peer review), and by ensuring that the dataset is complete frozen and has enough supporting metadata and other information to allow it to be used by others. | OceanExpert started as the Global Directory of Marine (and Freshwater) Professionals (GLODIR) in 1997 after the IODE Group of Experts on Marine Information Management (GE-MIM) had noted that the International Directory of Marine Scientists project, developed and maintained in the 1970s and 1980s by several UN agencies had been stopped despite its high appreciation by the ocean research community.
